be the best thing to be done with him.
You will appreciate that, as no charge can be
brought against the man in Hongkong, it is
impossible to detain him there indefinite-
ly, and it depends on the result of the pro-
ceedings before the Privy Council, if these
are continued, whether the man is left at
liberty in Hongkong, or allowed to leave the
colony for such destination as he may select,
or deported in accordance with the orders
which have already been made. We are al so
anxious to know what action the French
authorities propose to take in the event
of the man being returned to French territory
and, in particular, whether anything in the
nature of criminal proceedings against him
is contemplated, and, if so, on what charge;
you will no doubt appreciate that if the
French authorities are desirous of securing
his return to French territory in order
that such proceedings may be instituted,
